What the new regulations require

Under the Electrical Safety Standards in the Private Rented Sector (England) Regulations, as amended in 2025, social landlords must now:

Electrical Installation Condition Reports (EICR)
  • Ensure fixed electrical installations are inspected and tested at least every 5 years

  • Inspections must be carried out by a qualified and competent electrician

  • Any issues classified as C1, C2, or FI must be remedied within 28 days (or sooner if specified)

Testing of Landlord-Provided Electrical Equipment
  • All electrical appliances and equipment supplied as part of the tenancy must be regularly inspected and tested

  • This includes white goods, fixed appliances, and any electrical equipment provided with the property

Tenant communication & documentation
  • Provide tenants with a copy of the EICR within 28 days of inspection

  • Supply a copy to new tenants before occupation

  • Retain records and make them available to local authorities on request

Compliance deadlines
  • New social tenancies: from 1 November 2025

  • Existing tenancies: full compliance required by 1 May 2026
